I don't think it's a god idea to move '_exec_prestart' to the top.
If someone use '_exec_prestart' to manipulate files in a jail mount point.
Maybe it can be better to make a new '_exec_earlyprestart' loop to resolve your
problem.
I had some networking issue with my patch, because vnet networking start too
