The Debian PCL assemblies ends up in:
/usr/lib/mono/xbuild-frameworks/.NETPortable/
On FreeBSD it shold be:
/usr/local/lib/mono/xbuild-frameworks/.NETPortable/
If you use current ports version of mono (4.2.3) you should already have:
/usr/local/lib/mono/xbuild/Microsoft/Portable/
