Perhaps rls interfaces doesn't support monitored circuits. Try to add this option : monitoredcircuits = no If this does not work, try to set useVMAC to no and sendgratuitousarp to yes.
Ok, disabling monitoredcircuits seems to be working fine. I'll do some more experiments to confirm it when I can. :-)
