Maybe?  I'm not too familiar with dummynet so I'll have to spend some time
reading the manual at some point.  You think it is possible to insert a
function after the HFSC output that simulates the effects of PPPoE encoding and
pre-throttles the link the packets egress on WAN?

(I'd like to preserve my HFSC queue definitions for now, I have about eight in
total ranging from high priority VOIP to low priority public WiFi for leeches. 
These all seem to be working fine relative to each other so long as I keep the
uplink limit low.)
