It turns out the multicast MAC filters are not set properly by the driver.
Every time adding a new multicast MAC address to the interface, the previous
set filters are cleared, causing the IPv6 ND packets sent from neighbors are
dropped hence the link-layer addresses are not resolved properly.

The symptoms is different from PR 290973 but the underlay issue is the same. A
fix is coming. Given stable/13 has drifted too much from supported branches,
probably the fix will not be landed in stable/13.
