Routed traffic do route lookup. It is expected to see the traffic been distributed. Locally originated traffic may use the cached the route / nexthop in pcb. The cached nexthop is not a group. Maybe the cached one is not updated / reflected on nexthop group change ? Ahh I recall one of my unfinished work, which is providing a transparent route cache to consumers.
