I suggests that one should not use /etc/rc.local !

In this case, I'd still use rc.local, regardless of what that says. A
full fledged rc script is unnecessary for something this trivial and
transient. IMHO :)

I'm a newbie here so I listen to all the advise I can get. At times I
find conflicting information when googling so I need to verify it.
