Correct, armv7 is a Tier 2 platform which we don't build install
images for, so it didn't get pkgbase bits either.  (Actually, the
fact that any Tier 2 platforms got pkgbase bits was something of a
happy accident in the way the release builds work.)

We'll probably add pkgbase bits for armv7 starting with 15.1.  I
don't think it will be particularly difficult to implement, but I
didn't want to add any more complications during the 15.0 release
cycle.
