Since the port doesn't build anything, yes.

Multiple checks are being made, that is all.
I wonder if Perl is even needed at all? I can't see any obvious Perl
scripts in pkg-plist. If that ${PERL} usage is replaced, then perhaps
the dependency can be removed.
