This is easy.  Just set CPPFLAGS to:

CPPFLAGS+=      -I${LOCALBASE}/include/nss -I${LOCALBASE}/include/nss/nss

In www/mozilla/Makefile.common.  This will be one of the post-merge
housekeeping things we take care of.
