I retested using MAKE_ENV and it works. Unfortunately, adding
_WITHOUT_SRCCONF causes:

due to _WITHOUT_SRCCONF is preventing bsd.own.mk from defining these variables.
I found a way to solve this, by defining SRCCONF="", which prevents
/etc/src.conf from being pulled in automatically.
