I suppose sysutils/cdrtools isn't relevant to your problem because it doesn't
install any Japanese man pages.

If you use FreeBSD with ja_JP.UTF-8 locale, try setting up your environment
in accordance with the following website and removing corrupted Japanese
cat page files under /usr/local/man/ja/cat1 and other directories.
