The correct solution to this is to not add those to DEFINE.

*If* this is the correct solution, why for months we said committers to add them to DEFINE and now we have 50% ports with them and 50% without? There should be a clear definitive statement on this subject. I don't have a strong preference, but we should choose oon the two:
1) not list them in DEFINE
2) if DEFINE contains only them, not show the popup
