I found the error. On my SVN server I use LDAP authentication. When I
configured 'subversion16' port I forgot to enable SASL module. I have
reinstalled subversion16 packet with SASL module and tested svn's
functions in PHP. Works fine.
I am sorry for the silly mistake.
