I run:
# /usr/local/sbin/pkg-static -v
1.6.2
# /usr/local/sbin/pkg-static repo /usr/PKGDIR.20150726
# /usr/local/sbin/pkg-static -R /usr/local/etc/pkg/repos/ install pkg
# pkg -v
1.7.2
# pkg -R /usr/local/etc/pkg/repos/ install xorg
which gave the mentioned error.
