So I would no longer need to use multiple configuration sets except for cases when I actually needed different OPTIONs when building for different version of PYTHON. OK, that definitely helps with my use case. It still seems like DEFAULT_VERSIONS and PYTHON_VERSION aren't behaving as expected though.
