Install pre-rendered man pages instead of the mdoc source, and fake up a shell script that locates the appropriate page, decompresses it and pipes it to $PAGER.
At least some flavors of the "man" program will show cat pages even if the original NROFF version isn't present. Does the one in FreeBSD not do this?
