I'm not certain it'll do what you want, I haven't played with it, but login.conf's man pager describes a field called login_prompt that seems like it would be worth a try, experimenting.
With parameter login_prompt I could only change the:
Login: Password:
to
What ever: Password:
But I still can not change the pre-login text with some text written in /etc/issue.
