Not directly related to your query ... i doubt that installing Linux would help any as the problem is, IMO, w/ the included/implemented ACPI support from Dell. Only APM worked for me (FreeBSD 4.x) which was good only to check battery power level; did not try much or any power management in Windows Me. But don't let me hold you back.
