Have you tried doing what the message suggests?
# cd /usr/ports/databases/db43
# make deinstall
# make reinstall
Then go and install portupgrade...

Yes. I have tried that but still after I got the same error
while installing portupgrade.
Hmmm...
I'd try deinstalling db43, then install portupgrade--letting the
portupgrade port reinstall db43...
