"Squid doesn't even work locally on the proxy" is as vague as it can
get. what are the symptoms?
assuming 192.168.10.1 is the gateway's / squid box's address, what
do you get with "http_port 192.168.10.1:3128", a browser on another
box set to use that proxy, and going to, say, www.google.com?
