Check your httpd.conf file. Apache needs to a] load the status module, b] "add" the status module, and c] be configured to show the "status" page:

# Allow server status reports, with the URL of
# http://servername/server-status
# Change the ".your-domain.com" to match your domain to enable.

<Location /server-status>
    SetHandler server-status
    Order deny,allow
    Allow from all

Note that you probably don't want "allow from all".
