I have a proc filesystem on my computer, but it's empty. I'm used to
linux, where you can do stuff like 'cat /proc/cpuinfo' to get
information about the system. What is the BSD equivalent of this, or
is it /proc, and I'm just missing something?

IIRC try :
  mount -t linprocfs none /proc

and then check /proc out.

Also look at
  man mount_linprocfs
