Check your system date. Almost everytime that make thinks it needs to use touch is due to the date on the computer being off. I run local time and have to use adjkerntz -i to set the local time zone. If your date is way off like it looks, you have to update it and then rebuild so that everything is current. You don't have any idea what wasn't built because it was thought to be current.
