if it's managed by "web interface" instead of something normal like
command line, it's not good, at least for me.

rdiff-backup is a command-line tool, and it's possible to use a
web-interface for it


read the description - but it's somehow extended disk-to-disk copy/sync. not real backup to tapes etc.
