If your disk is faster than your CPU, I/O will slowdown.

I've seen an Athlon64 4200+ use up to 90% of its computing power just to transfer files from an NFS server to a local SATA disk. In case the CPU was less powerful, or otherwise busy doing something else, total throughput would have decreased.
