so looks right but squid reports no buffer space available.

sometimes even ping doesn't work well.

what resources are missing and how to change them?

Check the output of 'netstat -m' to see if there are any clues as to what
is being starved.  Once you know, it shouldn't be too hard to figure out
how to increase it.
