A rule of thumb is to configure as much service as you need (in this case, dhcpd), with as little overhead as you can get away with (a simple jail vs. a full-blown VM).

That is exactly the kind of input I was looking for. As soon as I read yours and Frank Staals' mention of jails, it clicked. A true jail will have a little version of as much of the FreeBSD world as dhcpd needs to run.
