If you are interested in compiling in ALTQ, use the following kernel
options listed below.  The error message you are receiving doesn't mean
that PF isn't working, however, it just doesn't have ALTQ support.

options         ALTQ
options         ALTQ_CBQ
options         ALTQ_RED
options         ALTQ_RIO
options         ALTQ_HFSC
options         ALTQ_CDNR
options         ALTQ_PRIQ
options         ALTQ_NOPCC
