Very much depends. Load ave is a measure of the number of processes waiting for resource (CPU, Network, disk etc). Ie a rough measure of how 'busy' the server is. I've seem modern kit with load averages of over 30 with no problems with responsiveness at all. It's all down to what the processes are actually doing rather than how 'busy' the machine is.
