Ofcourse it fails, you are trying to bind to address 127.0.0.3,
however there is no such address assigned to a local network
interface. Either:

1) change 127.0.0.3 to 127.0.0.1
        You don't explain what this 127.0.0.3 is.
2) ifconfig lo0 add 127.3/32
