when I try to start apache using:

I get the following:

Cannot load /usr/local/libexec/apache/libphp4.so into server: Cannot open
"/usr/local/libexec/apache/libphp4.so"
/usr/local/sbin/apachectl start: httpd could not be started
when I look in the /usr/local/libexec/apache directory, I do not see
libphp4.so

What do I need to do to fix this ?

try installing lang/php4. Have you checked out the Apache section of the handbook? There's a section on setting up Apache and PHP:

http://www.FreeBSD.org/doc/en_US.ISO8859-1/books/handbook/network-apache.html

Also, unless you're needing to stick with older version for compatibility reasons newer version of Apache and PHP available in your ports tree.
