do this:
 rm /usr/bin/openssl
then type 'rehash'.
 (if you don't really want to delete it, you can do 'chmod 000 
 (and type 'rehash')

or, change the order of your PATH variable (in your .tcshrc file)
or, make an alias of 'openssl' to '/usr/local/bin/openssl'.
