do this:
 rm /usr/bin/openssl
then type 'rehash'.
 (if you don't really want to delete it, you can do 'chmod 000 
/usr/bin/openssl')
 (and type 'rehash')


or, change the order of your PATH variable (in your .tcshrc file)
or, make an alias of 'openssl' to '/usr/local/bin/openssl'.
