no rdr on $LocIF from any to any
nat on $ExtIF from $IntIF1:network to any -> ($ExtIF)
nat on $ExtIF from $IntIF2:network to any -> ($ExtIF)

So any ideas?

do you have gateway_enable="YES" in /etc/rc.conf?
