what's your netmask?

if /24 your dhcp server is misconfigured

No, it's /23, and the dhcp server has address 10.0.1.1, and it's handing out addresses in the the 10.0.0.2-10.0.0.200 range. 10.0.0.1 is a router with static address. It also uses /23.
