That's not entirely true. The portupgrade port installs a program called portinstall. According to its manpage, portinstall can -a- install from ports (compile), -b- install from packages or -c- install from packages only (where it works similar to pkg_add). Sidenote: Another fine tool is pkgdb -aF (comes with portupgrade port) to keep pkg_added packages and stuff installed by either portinstall or "manual" make install in synchronization.
