What are you using to upgrade "all installed ports" that rebuilds ports that are current? This shouldn't happen with portupgrade or other port management tools even if you use the "all" option. However it is sometimes necessary to rebuild a port if it depends upon something that is upgraded. This is pretty much unavoidable when applications share libraries.
