Did you put the "dialup yes" as a global option? If not, it might only apply to certain zones, and other zones will update as needed.

Also, did you set the "heartbeat-interval"?  I don't know what the default is,
but you'll probably want to set it pretty high.

Also, the system will _always_ dial out if it doesn't have the DNS information
requested.

Just some thoughts.
