Could you post a link to an example image? It sounds like you're describing the features of a window manager of some sort, in which case that would be a separate program. Examples of window managers/desktop environments would include fluxbox, gnome, awesome, kde, etc. It could be any one of them, depending on what the author of the said picture was using.
