Not in a useful way -- you can bring the system down to single user, but
you will be logged out and not able to log in again.

If you need to do this level of admin work on a remote machine, you
will need to have remote console access.  There are numerous ways to do
that -- big name servers tend to have this capability built in nowadays;
look for terms like 'lights-out management', iDRAC, iLO, ALOM, IPMI --
but probably the cheapest way is to set up a serial console from a
nearby machine.  See:
