telnet and ftp are disabled by default on a new FreeBSD install.

If you wish to use them, you must turn them on.

edit your /etc/inetd.conf file and uncomment the lines that say

telnet

and

ftp

Save it and issue a SIGHUP to inetd.

never connects (could not open connection)
