Don't you need to enter a device-file as well?
My XF86Config contains a line 
- ---
Option  "Device"                "/dev/sysmouse"
- ---
To get the mouse wheel working, I have to change that line, too, don't I? 
What do I have to put there? "/dev/psm0"?
