Yes, it's possible to promote a backup NIS server to be the master if the master NIS server goes down. Normally, that level of failover doesn't need to happen: if you have a problem and the master goes down, the clone server stays up read-only while you fix the master. You'd promote the backup/clone NIS server only if you couldn't fix or restore the master...
