No it's not. It is encoded as ISO8859-1 (ISO Latin 1). You should ask your software vendor instead. If you can edit software settings, I'd recommend using Latin 1 as the default. Be sure to [1]check your environment for LANG or LC_CTYPE variables that must reflect the encoding you're wishing to use.
