Why not use ports?
Try to cd to /usr/ports/archivers/rpm and type 'make install'.
That should do the trick. (Although the ported version of RPM is not
of the 4.x branch).

Could you possibly send a longer description of the problem? ("not able to ./configure") is not a very clear description...
