portupgrade error?

Has anyone ever had this problem:

[EMAIL PROTECTED]>portupgrade mozilla-devel
/usr/local/sbin/portupgrade:35:in `require': No such file to load -- pkgtools 
(LoadError)
        from /usr/local/sbin/portupgrade:35


I can't seem to figure it out.  Any pointers would be great!
