dspam keeps its database in root-owned files in /usr/local/etc/dspam, so you must run it as root or use suid.
I use spamprobe, a very similar spamfilter (also based on John Grahams ideas in A plan for spam), but it stores its database under the users home-directory, which will give you no problems with file-permissions.
