I would always symlink /tmp to /var/tmp fr many reasons. The primary two of them is, in case of improper shutdown the / stays out of trouble. The /tmp and /var/tmp is world writable. So I mount /var/tmp with nodev,nosuid,noexec. If /tmp was not symlinked to /var/tmp, the entire idea will be defeated.
