Dag-Erling Smorgrav has fixed a bug related to this in revision 1.2 of the file: src/contrib/cvs/src/tag.c. This seems to be a server issue. If the server running at anoncvs.freebsd.org doesn't have the fix of DES, you can try a different server I guess.
