That's a bit harsh.  In more general terms, to get something done, you
need someone with a) knowledge, b) opportunity and c) motivation.  If
you don't have all three, find someone who has at least one and provide
what's missing.  Money can provide opportunity, motivation, or both, but
it is not the only solution.
